The local Oil Capital Unit membership is open to anyone wishing to study parliamentary procedure. The annual dues are $10.00. A membership application form is available below.
There are three levels of membership, Primary, Provisional, and Affiliate. Primary members are those who have met the member qualifications and are members of the National Association of Parliamentarians. Provisional members are those who wish to study parliamentary procedure with the goal of taking the NAP membership examination. Affiliate members are those who are also members of another NAP unit.

The Unit officers are President, Vice-President, and Secretary-Treasurer. Officers are elected at the annual meeting in November and serve for one year. The current officers are as follows:
